This is a first work toward an improved Decl'HDF5 plugin configuration format. Once done, it should be time to tag PDI 0.1.0

@youldrouis, @tpaluszk, @ksieroci I would like your impression on the new configuration format proposed in example/decl_hdf5.yml before actually working on the implementation.
